Title: Ground Visual Observer (VO)
Type: Part-Time
Location: Libby Army Airfield, Fort Huachuca (Sierra Vista AZ)
Description: To comply with the Federal Aviation Administration (FAA)-issued Certificate of Authorization (COA), U.S. Customs and Border Protection (CBP) Air and Marine requires use of a deployed, ground visual observer (VO) to provide collision avoidance information to the pilot of the CBP, Predator-B, unmanned aircraft (UA) anytime the UA is operating within Libby Army Airfield’s (LAAF) Class D airspace. A deployed VO is required for all takeoffs and full-stop landings, as well as for all planned practice approaches, touch-and-go landings, and stop-and-go landings conducted as part of any CBP UAS training syllabus. A qualified observer must assist the UA pilot when the UA is being provided collision avoidance by visual observation. The VO shall have visual situational awareness of airfield and flight pattern conditions and be able to communicate those conditions via direct communication with the UA pilot.
Required Education: Must have a current second class (or higher) FAA Airman Medical Certificate (FAA Form 8420-2) that has been issued under Title 14, Code of Federal Regulations (CFR) Part 67, Medical Standards and Certification; hold a current vehicle driver’s license; and be able to operate a government vehicle. In accordance with the COA, each VO must receive training on rules and responsibilities described in 14 CFR 91.111, Operating Near Other Aircraft, and 14 CFR 91.113, Right of Way Rules, and be able to communicate clearly to the pilot any turning instructions required to steer clear of conflicting traffic.
Required Experience: Must have previous (or current), manned or unmanned, aviation experience as a pilot or crew-member, and be very familiar with traffic pattern procedures and aviation radio terminology. Present aviation experience is desirable, but not required. Other Requirements: Must be flexible to work days or nights, Monday-Sunday. Must comply with 14 CFR 91.17, Alcohol/Drugs. Must maintain VO currency by performing as a VO at least once during any 90-day calendar period. Must be US citizen and pass a CBP background check.
