Title: Operations Program Manager (1)

Major Duties and Responsibilities:
Serves as an expert analyst and advisor to management preparing and presenting technical briefings, white papers, executive summaries, and other communications necessary to achieve AMO goals and objectives. Examines and develops solutions for AMO leadership. Identifies potentially conflicting requirements from various organizations and works with leadership to communicate the need to deconflict and prioritize AMO requirements. Works closely with stakeholder organizations to ensure relevant and appropriate solutions are developed for identified challenges.
Applies advanced concepts of operations research, statistics, and scientific methods and techniques in identifying and solving a variety of complex challenges. Advises and develops strategies on measurement of the design, development, deployment, maintenance, and enhancement of large scale, advanced projects. Performs quantitative and qualitative analysis, data quality assurance, and develops graphics and reports based on the analysis and interpretation of formative and summative operational and management program statistics and capabilities. Serves as project or team lead as required to complete or manage major projects within the AMO.
Manages operations research studies of aviation resource allocation efforts. Reviews, analyzes, and recommends actions for major organization concept plans, changes, reorganizations, and reallocation of resources. Formulates and develops plans and objectives pertinent to effective and efficient workforce management to include programming, organization mission review, and requirements determinations. Uses in-depth technical knowledge of quantitative methods and theories to evaluate the validity of proposed and on-going workforce management efforts. ·
Liaisons with other federal, state and local agencies and organizations for the purpose of exchanging information and collaborating in support of operations research efforts. Serves as AMO’s primary representative on operations research matters with such entities. The incumbent initiates and works out the general arrangements for information sharing and conducting studies. Final agreements are subject to administrative approval but are not subject to review from a technical aspect.
Degree in mathematics, statistics, or engineering.
Master’s degree preferred, but not required.
5 to 10 years of recent professional experience conducting the above major duties and responsibilities.
Requires a CBP BI Clearance.
