Description: Support AMO/Requirements in capture, documentation, management, and fulfillment of operational requirements, as SME in engineering and acquisition. Oversee documentation management of AMO’s operational requirements. Support aspects of the planning and facilitation of operational requirements gathering and prioritization. Help AMO form and prioritize notional groupings of acquisition and non-material solution options for consideration. Develop context for executive decision making. Support and conduct analyses on key technical and other decision parameters.
Draft and revise substantial portions of requirements and other related documentation (e.g., CONOPS, ORDs) in consultation with requirements team members and with various stakeholders. Support requirements understanding and equities through participation in acquisition/initiative planning activities (e.g., cost-benefit studies, alternatives analyses, technical requirements development). Develop acquisition documentation.
Required Education: Must have a BS or MS degree in an engineering discipline. Electrical, systems, aerospace, or industrial engineering desired. PMP certification or equivalent (i.e., DAWIA or DHS project management certification) desired.
Required Experience: Must have at least five years’ experience in Federal project and/or program management or contracting support to such function, including support of acquisition of technology development. Must have significant experience in developing/executing most or all of the following: RFIs, RFPs, cost estimates, tracking expenditures. Past experience as a COTR, COR, Contract Specialist, or Contracting Officer would be a plus. Other Requirements: Must obtain CBP BI. Must have excellent written and verbal communication skills, and show great attention to detail. Must be proficient in Word, PowerPoint, Excel, and Project. Visio, SharePoint, and/or MS Access a plus. Travel up to 25%.
