Description: Supports DHS/CBP/Air and Marine Operations in projects/programs that acquire and implement sensor, systems integration, and other technology solutions.
Develops/coordinates development of acquisition, project/program management, and other planning documents. These include RFIs, RFPs, SOWs, performance work statements, interagency agreements, and cost estimates. Works with procurement offices and partner organizations to obtain templates and guidance, ensure compliance with processes, define timelines, and track progress Applies best practices from acquisition and project/program management to improve internal and outreaching processes.
Provides general project/program management and analysis support, involving: requirements gathering/management, schedule development/tracking, budget estimation, IPT/work group support, and other research and analysis, as required. Tracks project budgets.
Provides general group communications, document management, and scheduling support.
Required Education: Requires a bachelor’s degree from a fully-accredited college or university. Bachelor of Science degree in a technical discipline would be a plus. Prefer individual to have a PMP or other certification(s) from PMI, or equivalent DHS or DOD certifications.
Required Experience: Must have at least five year’s experience in Federal project and/or program management or contracting support to such function, including support of acquisition of technology development. Must have significant experience in developing/executing most or all of the following: RFIs, RFPs, cost estimates, tracking expenditures. Past experience as a COTR, COR, Contract Specialist, or Contracting Officer would be a plus. Other Requirements: Must obtain CBP BI and TOP SECRET clearance. Must have excellent written and verbal communication skills, and show great attention to detail. Must be proficient in MSOffice suite: including Word, PowerPoint, Excel, and Project. Some SharePoint a plus.
