Title: Software Engineer/Database Design Analyst

Description: The SE/DDA/PA will provide expertise in database development, creation and management, software programming to adapt existing MS Office software to perform specific requirements development and tracking tasks more effectively, and SharePoint administration for major Federal acquisition and modernization programs. Will provide support in and have extensive leadership expertise in Federal project and program management, including: design, modification, maintenance and enhancement of information systems; requirements gathering; system and project documentation, analysis and tracking; and stakeholder communications. Uses programming skills to provide interfaces to existing systems (including legacy systems) as needed, in order to gather, analyze and provide needed information and data. Develops and applies advanced methods, theories and research techniques to develop solutions to highly complex software applications using standards-compliant software and industry-leading operating systems, languages, protocols and relational databases. Works with senior-level customers to elicit requirements and design appropriate solutions following the DHS Systems Engineering Life Cycle guidance. Applies knowledge of database information technology concepts and techniques in the design, development, installation and maintenance of databases in support of program objectives.
Required Education: Federal acquisition and procurement planning and preparations • Software programming in languages that enable the creation of field surveys through MS SharePoint and email, enable the collection of data by “ripping” information from emails and established databases, and autonomous or scheduled data analysis from regularly scheduled inputs. • Relevant Systems Engineering standards and best practices • Business Analysis standards and best practices, including Requirements Development and Management • Project management standards and practices including Work Breakdown Structures project scheduling requirements analysis and risk management
Required Experience: Must have knowledge, skills, and abilities in: • C++/C#, JavaScript, Java, VB.Net and other relevant programming languages. • Planning and executing the requirements (elicitation, development, and management activities) for the programs, in full accordance with the current DHS Systems Engineering Life Cycle (SELC) process, and employing standards and best industry practices in project management, systems engineering, and business analysis. • Developing a Requirements Analysis Plan and requirements elicitation surveys and tools Developing the Requirements Management Plan to support effective change/configuration management, traceability, and communications with management and stakeholder Organizational Strategies, Inc. provides equal employment opportunities without regard to race, color, religion, sex, national origin, age, veteran or disabled status.
