Title: IT Acquisition/Project Manager

Description: This position is responsible to provide technical and analytical assistance to the Department of Homeland Security (DHS), Customs and Border Protection (CBP), Office of Air & Marine (OAM), Mission Support Directorate, Logistics & Maintenance (L&M) Division at the headquarters level. The incumbent will assist L&M Director with several Information Technology (IT) Project Management tasks. The incumbent will act on behalf of the Director, L&M by working with other IT contractors tasked with re-hosting the legacy mainframe aviation logistics and maintenance management system (Computerized Aircraft Reporting and Materiel Control (CARMAC)) to a Windows.net environment. The incumbent will work with the CBP Office of Information Technology (OIT) to coordinate and execute the re-location of the re-hosted system to a consolidated DHS Data Center. Incumbent will apply further IT Project Management expertise by formulating, guiding, and executing the ultimate replacement of the legacy logistics and maintenance management system with a modern IT platform. IT project management tasks will include everything from requirements generation thru fielding and sustainment of a new system to retirement/disposal of the legacy system. The incumbent has many ancillary tasks including: • Gaining approval for contract required software to operate on the CBP network. • Assist with Government Accountability Office and Office of the Inspector General post-audit report notices, findings, and recommendations. • Assist the OIT Information System Security Officer as required. • Incumbent will provide IT technical coordination for all L&M staff members and act as the Point of Contact between CBP OIT and L&M to resolve all L&M computer hardware, software, and peripheral support issues. Perform other duties as assigned to include but not limited to: Communication • Prepare high level correspondence including information papers, point papers, white papers, decision papers, and project/program briefs in support of Director, Logistics and Maintenance initiatives and higher headquarters information requirements. • Interact and work in harmony with numerous government and contractor personnel at various levels within and outside of the organization on various projects ranging from program flight hours to annual maintenance awards. Project Management • Prepare CBP IT Program Review Brief for CARMAC •Coordinate efforts of L&M and contractor employees in support of various short term projects • Provide oversight support complex projects/programs from design and development to production •Provide input for requirements and plan project lifecycle deployment •Provide input for resources and schedule for project/program implementation •Create strategies for risk mitigation and contingency planning •Plan and schedule project deliverables, goals, and milestones in concert with project team
Required Education: Masters of Systems Management (or equivalent); Project Management Professional (PMP) a plus
Required Experience: Qualifications and Skills Requirements: • The ideal candidate possesses IT Project Management and DoD or DHS higher headquarters staff experience •Must have expertise in computer technology and its application to aviation logistics and maintenance management systems •Must be skilled in the use of Microsoft Office; Outlook, Word, Power Point, Excel, SHAREPOINT, and Windows •Should have experience working with multiple computer information and record keeping systems. Familiarity with CBP’s, CARMAC, Treasury Enforcement Computer System (TECS), GSA’s Federal Aircraft Interactive Reporting System (FAIRS), and CBP’s web-based Electronic Maintenance Record Keeping System (EMRKS) considered a plus. •Must possess strong organizational, presentation, and customer service skills. • Must be flexible and efficient in a fast paced environment •Must be able to obtain a CBP BI.
